BILL 7 is a Real Estate Investment & Development Stimulus Initiative. In 2019, this bill was passed as Ordinance 19-8 which was created by the City & County of Honolulu as a five-year program by offering:
- substantial incentives to property owners who develop affordable rental housing for local residents—everything from tax breaks to exemptions from normal building code requirements. Some examples are below:
- 3 to 4 times the number of units allowed on the same lot size
- C&C grant of up to $15 / sqft at completion
- NO property taxes for 10 years
- Zero permit and utility fees
- 90-day permitting process
